Sex Offender on Lifetime Parole Caught Raping Asian Woman

MANHATTAN, New York—A registered sex offender on lifetime parole was arrested while raping an Asian woman at a Manhattan construction site early Wednesday, December 22. Police officers had to physically pull him off the victim during the savage attack.

Darryl Phelps was convicted of attempted rape in 1997, a crime he committed on the same day he was released on parole for attempted burglary, according to the New York Post.

Phelps is now facing a fresh set of charges for the 1:30 a.m. attack in Chelsea.

Police officers responded to a 911 call about a man attacking a woman under some scaffolding at 241 West 28th Street. They found 61-year-old Phelps raping a 23-year-old Asian restaurant worker, reports the New York Post.

“I want you to have my baby!” Phelps snarled at the victim.

According to police, Phelps was “holding her down on the ground” while raping her.

Officers immediately yanked Phelps off the young woman and placed him under arrest. He’s since been charged with rape, criminal sex act, sex abuse, and assault. The victim was taken to a hospital in stable condition.

“She’s not OK mentally after that,” a police source told The Post.

It turns out, Phelps only served 21 years for attempted rape and burglary on the Upper West Side and was released on September 9. In the 1997 attack, he hit the 33-year-old victim, who was a stranger. He pleaded guilty in 1998, according to The Post.

On the day he committed the 1997 attack, he was just released on parole for the robbery rap from 1987.

Phelps is 6’ feet and 210 pounds. He was listed as a level 2 sex offender in the state registry with a designation of a sexually violent offender.

“This was a savage and brutal attack on an innocent woman on her way home from work,” stated a Manhattan police officer. “He is a sexual deviant who should not have been released under any circumstances.”

According to The Post, rape is up 3 percent so far in 2021 with 1,453 incidents compared to 1,410 over the same period in 2020.
